The North Texas Tollway Authority, which has been serving communities and millions of drivers in the Dallas/Fort Worth area for 25 years. NTTA owns, operates and maintains five toll roads, two toll bridges and one toll tunnel. The Authority’s billing system processes 2.8 million transactions every day and provides customer service for 14 million customers. We’ve partnered with NTTA to process our toll transactions, bill customers who don’t use an NTTA TollTag or other electronic tag, also called a transponder. (TxTag, PikePass, K-Tag or Houston’s EZ Tag). NTTA can assist you with questions related to your toll bill or notice of nonpayment and can process your payment.

Toll bills are mailed to the registered owner of a vehicle that traveled on Toll 49 but do not have a valid TollTag (North Texas Tollway Authority), TxTag (Texas Department of Transportation), EZ TAG (Harris County Toll Road Authority), PIKEPASS (Oklahoma Turnpike Authority), or K-Tag (Kansas Turnpike Authority). If you received a toll bill, a vehicle registered in your name recently traveled on Toll 49, which is operated by the North East Texas Regional Mobility Authority (NET RMA). Be advised that if you loan your vehicle to someone else, Texas law states that the registered vehicle owner is responsible for paying any tolls incurred by that vehicle. Failure to pay a toll bill can result in late fees and other toll enforcement actions including, blocking your vehicle registration.

If you don’t have an NTTA TollTag or similar method to pay for tolls, NTTA will send you a “ZipCash,” bill, which is the agency’s version of the Pay-by-Mail option. Cameras on the toll road take a picture of a vehicle’s license plates and that information is sent to the Texas Department of Motor Vehicles to identify the registered owner of the vehicle. A ZipCash (or Pay-by-Mail) bill is then sent to the registered owner’s address.
ZipCash (or Pay-By-Mail) is just one of two ways to pay for toll road use. Drivers can avoid higher toll rates and potential late fees by getting an NTTA TollTag.

ZipCash (or Pay-by- Mail) customers have 30 days to pay their bill. Customers may do so in person, online or by calling 972-818-NTTA (6882).

Repeated failure to pay ZipCash (or Pay-by- Mail) bills will result in late fees and other toll enforcement actions.

The North East Texas Regional Mobility Authority (NET RMA) is an independent government agency created to accelerate the development of transportation projects in Northeast Texas. Our mission is to implement transportation solutions that will enhance the quality of life and the economic environment in our area. A 21-member board of directors that represent each of the member counties governs the NET RMA: Bowie, Camp, Cass, Cherokee, Gregg, Harrison, Kaufman, Panola, Rusk, Smith, Titus, Upshur, Van Zandt, and Wood. NTTA issued a Notice of Non-Payment because Texas Department of Motor Vehicles records indicate a vehicle that you are the registered owner of, used Toll 49, and you did not pay the bill by the due date. The NET RMA operates cashless toll facilities. All-electronic toll collection reduces operational costs, improves safety, reduces vehicle emissions, and promotes a consistent flow of traffic because drivers do not have to slow down or stop to pay their tolls. Customers on Toll 49 can easily and conveniently pay their tolls using an NTTA TollTag or other electronic tag option.

There are several ways to pay your toll bill or notice of non-payment. Payments can be made:

• Or at a Customer Service Center in the Dallas/Fort Worth area

Yes. You received a toll bill because Texas Department of Motor Vehicle records indicate a vehicle you are the registered owner of was photographed using Toll 49, or a valid electronic tag (for example, the NTTA TollTag) associated with an account in good standing was not detected. As the registered owner of this vehicle, you are legally responsible for the toll charges regardless of who was driving the vehicle.

Under Texas law you may be able to dispute these charges if you meet one of the following criteria:

• You were no longer the legal owner of the vehicle at the time it was on the toll road and have official written, verifiable documents proving that, or
• The vehicle was leased or rented to another entity at the time it was on the toll road and have official written, verifiable documents proving that, or
• The vehicle was stolen prior to its use of the toll road and you have official written, verifiable proof of this, including an official police report

To qualify for one of these exemptions, you must submit written proof that the vehicle was not legally under your ownership or control at the time the vehicle was on Toll 49. You will need one of the following documents:

• A copy of the Texas Department of Motor Vehicle Transfer Notification Form confirming sale or transfer of your vehicle to another owner: https://www.txdmv.gov/motorists/buying-or-selling-a-vehicle;
• A copy of the rental or lease agreement, which includes the name and address of the party responsible for the car at the time the toll charges were incurred;
• A copy of the police report showing your vehicle was reported stolen prior to the time the toll charges were incurred.

Drivers who travel on Toll 49, operated by NET RMA, but do not have a TxTag, NTTA TollTag, EZ Tag, PIKEPASS or K-Tag, will receive a ZipCash invoice from NTTA to pay the tolls.

Cameras on the toll road will take a picture of your license plate, and that information is sent to the Texas Department of Motor Vehicles (DMV), who identifies the registered owner of the vehicle. NTTA sends you a ZipCash bill using the information from the DMV.

ZipCash customers have 30 days to pay their bill either in person, via check, online or over the phone.

Failure to pay a toll bill can result in late fees and other toll enforcement actions, including, blocking vehicle registration. If you let other people drive your car, be advised that under Texas law you are responsible for any tolls incurred.

Customers in rental cars are required to pay for travel on Toll 49, operated by NET RMA, and should contact their rental agency regarding payment. Most rental car companies now offer rental car customers the opportunity to use toll roads, but the programs can vary by agency and involve fees beyond the cost of the toll charged by NET RMA.

SWC is the collection agency used if NET RMA is unable to collect tolls. SWC can assist you with questions related to your toll bill or notice of toll violation and can process payments on outstanding toll amounts that have gone into collections. Contact SWC at 1-844-759-1986.

No. NTTA is now NET RMA’s billing and customer service provider, but we still accept NTTA’s TollTag, TxDOT’s TxTag, Harris County’s EZ Tag, Kansas’ K-Tag or Oklahoma’s Pikepass. You do not have to switch to an NTTA TollTag.

If you are a current NTTA TollTag customer, you will not see any changes.

No. After July 1, NET RMA will no longer offer pre-paid or post-paid accounts. Call our current billing provider, Cofiroute Customer Service, at 512-886-0757 to receive any applicable refunds from your pre- or post-paid account. Cofiroute can also open an NTTA TollTag account and send the TollTag to you. Feel free to call NET RMA at 903-630-7894 with any questions or visit NETRMA.org.

If you have any of the electronic tags listed above and received a toll bill, there may be an issue with your account, such as:

• Your tag may not be properly installed on your vehicle
• Your license plate is not listed on your account or linked to your tag
• You may need to add money to your account
• Your credit/debit card information may need to be updated
• Your license plate number may need to be updated if you have purchased a new vehicle or received a new license plate, including a temporary license plate
• Your tag could be inactive
• Your vehicle may have a metallic oxide windshield which prohibits the tag from working properly
• There is some other problem with your tag account

The NET RMA Disabled Veteran’s Program waives tolls on Toll 49 for eligible disabled veterans. Eligible disabled veterans should have a disabled veteran license plate issued by the State of Texas, have an electronic tag, and be registered in our program. To register, visit https://www.netrma.org/.

To be eligible for the NET RMA’s Disabled Veteran’s Program, NET RMA requires that at the time of the transaction, the vehicle be compliant with the following:

• Standard registration with the State of Texas, Texas Department of Motor Vehicles as the primary vehicle; vehicle must be registered in the name of the disabled veteran.
• Issued a disabled veteran specialty plate and have it properly displayed;
• Display an electronic tag associated with the vehicle’s disabled veteran’s license plate
• Have no outstanding NET RMA toll violations

Once you receive a TollTag, call NET RMA at 903-630-7894 or visit https://www.netrma.org/ to register for the program by June 15 to have your TollTag number added to the Disabled Veterans Program.

In Texas, there are multiple transportation agencies that operate toll roads, issue their own electronic tags and do their own billing. In North East Texas, the NET RMA handles Toll 49. You can find information about other agencies below:

In order to be accepted into the program and have a toll waived, a disabled veteran’s license plate and electronic tag are required, as is registration in the program, which can be done by calling 903-630-7894 or visit https://www.netrma.org/.

Veterans can apply to the State for the specialty license plate if they are certified by the Veterans Administration to have a 50 percent service-related disability, or 40 percent, due to amputation of a lower extremity. For details about how to apply or to find out if you are eligible for one of the qualifying specialty license plates, please visit the Texas Department of Motor Vehicles website. Any problems or discrepancies with vehicle registrations or with specialty license plates must be resolved between the vehicle owner and the Texas Department of Motor Vehicles.

The NET RMA Disabled Veteran’s Program is limited to vehicles which are registered with the State of Texas, in the name of the individual veteran and which display a disabled veteran’s specialty license plate, per Texas Transportation Code §372.053. All eligible participant vehicles must also have an electronic tag in good standing and register with our program.

Trailers are not eligible for the NET RMA Disabled Veteran’s Program.

The NET RMA Board of Directors and the NET RMA staff honor and appreciate the service of the men and women of our military forces, past and present. State law allows a Texas toll road entity to offer discounted or free tolls to disabled veterans who qualify and meet the requirements for specialty license plates. NET RMA also requires registration in our program and disabled veteran vehicles must also have an electronic tag affixed to the vehicle’s windshield.

Yes. TxDOT, CTRMA, HCTRA and NET RMA have different requirements to enroll in their respective programs. You will need to register for the NET RMA program if you would like to receive free tolls on Toll 49.

If you received a ZipCash invoice for travel on Toll 49, you may use the printed invoice as your receipt to submit for reimbursement.

To pay current or outstanding Pay-by-Mail bills and late fees, call the Cofiroute Customer Service Center at 512-886-0757.

If you pay your balance in full or enter into a Settlement Agreement with NTTA over the phone, your registration block will be lifted in 7 to 10 business days. Should you need to register your vehicle sooner, you may take your stamped settlement agreement to your county tax office to register your vehicle.

You can pay outstanding tolls and late fees with cash, money order or credit card (a payment plan may be available) by calling NTTA Customer Service at 972-818-NTTA (6882) for ZipCash invoices or 512-886-0757 for Cofiroute invoices. If you pay your balance in full or enter into a Settlement Agreement with NTTA over the phone, your registration block will be lifted in 7 to 10 business days. Should you need to register your vehicle sooner, you may take your stamped settlement agreement to your county tax office to register your vehicle.

Penn Credit is a collection agency for the NET RMA for transactions that took place between 11/18/2018 and 7/1/2022. Penn Credit can assist you with questions related to your collection balance, however you could still owe tolls that have not aged to collections. We recommend you contact our customer service center at 833-762-8655 for assistance with your total balance.
